Plumas STARS is a program that supports individuals & agencies providing early learning and care to the children of Plumas County.
Plumas STARS operates under the statewide initiative of Quality Counts California, and is funded by the California Department of Education (CDE), California Department of Social Services (CDSS), and First 5 California.
Anyone providing early learning and care opportunities to the children of Plumas County can participate in Plumas STARS:
Participating in Plumas STARS allows you to receive training, resources, and support from the Early Learning Specialist.

What is a QRIS? |
Plumas STARS is the local Quality Rating and Improvement System (QRIS) for early education and care settings. The statewide QRIS is called Quality Counts California. |

Early identification of delays in development can help ensure families have access to the resources and support they need. Children can benefit from early intervention and/or early childhood special education services.
Encourage parents to access local resources such as home visiting services, especially if their children are not enrolled in child care. Refer them to the online portal (COMING SOON!) to complete regular developmental screenings.

If you have concerns about your child’s development, or if your child has been identified as being at risk or diagnosed with a developmental delay or disability, please connect with the Early Start Family Resource Center (from birth to age 3) or the Family Empowerment Center (for ages 3 to 22) through Plumas Rural Services!
